Translation please!

I have noticed that many French addresses have the suffix %26#39;ter%26#39; after the house number e.g. 29ter Rue Poussin. Could anyone explain exactly what this means, please?

Yes it means 3rd. It just means that they added or divided buildings up so where there would have been only one 29 in the past now there is 29, 29bis and 29ter......
